DeVos and 527 groups -- violating the rules?

As I understand it, 527s aren't supposed to coordinate with campaigns.  Yeah, I can understand where the 527s and the campaigns might use the same hosting provider.  www.rga.org (the Republican Governors Association 527 group) and www.devosforgovernor.com are hosted by the same provider, SMARTech, that many Republicans use:

But both DeVos and the RGA are using the same actors in TV ads.  As one example:

At what point is the 527 coordinating with the campaign, in  violation of 527 rules?  Why would DeVos even bother trying to mask DeVos-funded ads as being by a third party?  Are there any rules in practice whatsoever?  <confused>
